Difference between breeder seed, foundation seed, certified seed

We have three classes of seeds; we have the breeder seed which is produced at the research level with private or research institution. In the term,  when you replicate it multiply a breeder seed, what you get as the progeny is called foundation seed. And when you multiply foundation seed in another generation you get certified seeds which is what you give to farmers to plant, and what they get is grains. What makes all these things seeds is the third person certification of the National Agricultural Seeds Council. Without the quality assurance of the Council no class of seed can be mentioned. So, generation seeds are the breeder and foundation seeds because it from there that you get the large quantity of certified seeds that Nigeria needs.
